The Coral Triangle Center (CTC) is a foundation based in Indonesia that trains marine resource managers and educates all groups that interact with coastlines and reefs within the Coral Triangle.
Our applied training and learning programs are adaptive, innovative, and customized for different stakeholders to abate threats, address constraints, and promote sustainable practices.
CTC provides training in marine natural resource management, supports marine protected areas (MPAs), coordinates a learning network of MPA practitioners, connects the public and private sectors on coastal issues, and is developing a Learning Center of Excellence in tropical marine conservation.

We support partner MPA sites to become exemplary models of sustainable management where practitioners can trial lessons learned, observe, and gain field experiences necessary to become excellent guardians of our seas.
At the site level, CTC is currently supporting the implementation and improvement of MPA management effectiveness in Bali, North Maluku, and Maluku Provinces (Indonesia) and in Atauro Islands, Liquica, and Manufahi District (Timor-Leste).
CTC is also committed to:
- Supporting the development of potential new MPAs in the Coral Triangle region.
- Working with governments, indigenous peoples, universities, scientists, and other institutions to improve MPA management and Other Effective Area-Based Conservation Measures (OECM), based on the latest scientific knowledge.
Since 2012, CTC has supported marine conservation development in the Banda Islands, including the establishment of the Ay-Rhun Islands MPA, declared by the Ministry of Marine Affairs and Fisheries in 2021.
CTC actively collects ecological and socio-economic monitoring data and supports the Banda Islands MPA Network development to increase the effectiveness of marine and fisheries resource management.
Currently, with support from PT Hatfield Indonesia, CTC is developing a project to improve MPA management effectiveness in the Banda Islands by:
- Enhancing the management of endangered, threatened, and protected (ETP) species.
- Increasing livelihood potential of local communities related to natural resources (blue jobs).
Essential Functions
The Banda Islands Community Development Officer (BICDO) supports and ensures the implementation of the Blue Action Fund (BAF) project in the Banda Islands according to the assigned work plan.
BICDO will collaborate with the Banda Islands Outreach Officer and Banda Islands MPA Coordinator to achieve BAF project objectives through collaboration with government institutions, local NGOs, communities, and indigenous peoples in target villages.
Key responsibilities include:
- Supporting communities, including women’s groups and disadvantaged people, in strengthening community organizations and improving economic conditions through environmentally friendly livelihoods (blue jobs).
- Collaborating with and encouraging village governments in target areas to strengthen local community groups and develop micro, small, and medium enterprises (MSMEs) or Village-Owned Enterprises (BUMDes/Bumneg).
- Facilitating meetings with local community groups, women’s groups, traditional leaders, and government representatives to develop local business initiatives that sustainably improve community income.
- Respecting and integrating local adat (customary systems) in all community engagement processes.
The BICDO position is based in the Banda Islands and may require travel to Ambon or other islands as needed.
Reporting and Coordination Line
The Banda Islands Community Development Officer will report directly to the Banda Islands MPA Coordinator.
Qualifications and Required Knowledge & Skills
- Bachelor’s degree or a minimum of 3 years of work experience with local communities in the Banda Islands.
- Proven skills in facilitation, community development, organizing, and engagement.
- Strong communication and interpersonal skills.
- Knowledge or experience in managing household business requirements and licenses (PIRT, Halal Certificate, etc.).
- Strong understanding of local customs and culture in the Banda Islands.
- Trustworthy, detail-oriented, and organized.
- Familiarity with marine conservation, community development, and sustainable fisheries.
- Willingness to be placed in the designated duty station.
- Ability to meet targets with minimal supervision.
- Basic English communication skills (spoken and written).
- Proficiency in MS Office applications (Word, Excel, PowerPoint).
- Experience in ecological and socio-economic surveys is an advantage.
Responsibilities / Oversight – Financial and Supervisory
Ensure that all work, travel requests, and reports comply with CTC policies and procedures as well as external donor/legal requirements.
Working Conditions
- Able to work independently to achieve targets.
- Evening and weekend work may be required to achieve program goals.
- Effective communication with local communities and stakeholders is essential.
- Fieldwork may involve physical activity and long hours in varied conditions.
- Short-notice travel to remote areas may be required.
- Ability to work effectively under pressure and meet deadlines.
