Project Overview and RolePalladium is appointed by USAID to manage USAID-funded Health Technical Assistance Project (BANTU), to support USAID Indonesia's Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.
BANTU is currently anticipated to hire short-term Science and Health Strategic Information Consultant with the detail below:
PURPOSE OF THE CONSULTANCY:
This position will provide technical advisory and project management support to USAID Indonesia Office of Health team. Specifically, this position will provide technical assistance to the USAID MCH Team, Government of Indonesia, and civil society counterparts on matters related to the following: a. Gathering and analyzing of data to inform programmatic priorities and strategies; b. Developing rigorous systems to measure programmatic progress; c. Design and implementation of program evaluation; d. Developing strategic communication strategies and materials that relevance to the appropriate target audience (both internal and external).
This consultant will provide advice and recommendations to the USAID Health Office senior management and may be asked to oversee the management of specific program activities, including knowledge transfer and/or mentoring.
This is an expat position for 6 (six) month part time assignment with some travel to Jakarta, Indonesia.
Responsibilitieso Strategic Information (SI) support to the USAID Health office, including updating the Health office PMP and the development of the Health office input into the next CDCS
o Serve as the Activity Manager for select MNH projects in Indonesia,
o Provide TA and management support to MNH team lead
o Identify synergies with other technical offices to strengthen inter-sectoral programming
o Provide overall support to HEA office leadership, including management, reporting and strategic planning
RequirementsREQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE: Master's degree required with minimum of 10 years of experience in public health with demonstrated expertise in quality improvement, action research and turning assessments into policy change
Demonstrated leadership skills in systems thinking and strategic planning
Demonstrated experience and skills in successful collaboration with senior and high-ranking public-sector host country officials. Indonesia-specific experience required
Demonstrated effectiveness as negotiator and through influence in complex environments
Prior experience with the monitoring and managing of USAID programs, or other donor programs, preferred, including an understanding of how the contracting regulations affect program implementation milestones
Excellent interpersonal and cross-cultural skills with proven ability in mentoring local experts
Excellent presentation and communications skills (oral and written) including the ability to communicate and translate complex technical and policy issues clearly and effectively to different stakeholders in order to build consensus
Excellent skills and ability to work effectively in a team environment
Ability to conduct international and domestic travel and to obtain medical clearance to live and work in Indonesia
