The Education Global Practice is led by a Global Director, who has overall responsibility for the practice, and works with Regional Directors, who serve as the interface between the Regions and the Practice. The Practice Management Team, which is the group that leads and manages the GP, consists of the Global Director, the Regional Directors mapped to the GP and seven Practice Managers.
The Bank’s work in the education sector in Indonesia spans the entire education sector, in early childhood, primary education, secondary education, skills and higher education. The Indonesia Education portfolio uses various financing instruments including investment financing as well as a robust program of analytical work.
Despite major improvements in enrollment, Indonesia lags behind neighbors in quality. When re-elected, President of the Republic of Indonesia, President Joko Widodo stated his priority for the nation in no uncertain terms“We want to put our priority on human capital development. Human capital development will be key to Indonesia’s future.” The Bank team has already engaged the new administration across a number of areas in basic education, including early childhood education, early grade learning, teachers, better use of ICT in education to raise the quality of teachers and teaching, skills and more broadly adaptations for industry 4.0 to benefit from the coming demographic dividend. For tertiary education, objectives are to improve governance and quality, as well as the relevance of education and training and to promote skills development. It is expected that operations will be developed across all these areas of the education and skills sectors. The education team currently leads two projects, Realizing Education’s Promise Project (P168076), with the Ministry of Religious Affairs, and Research and Innovation in Science and Technology Project (P121842). It also collaborates with other Global Practices in the Investing in Nutrition and Early Years project (P164686), the Indonesia Skills Development project (P166693) and the Indonesia Tourism Development project (PP157599).
A significant analytical program (Learning For Human Capital Development Programmatic ASA (P174815)) covers the full range of the sector, from early childhood to tertiary education. The selected person will be expected to lead some of these analytical tasks as well as develop new areas of engagement.
There is a strong Bank team in Jakarta, currently consisting of one international and three local staff. The unit is seeking a highly qualified Senior Education Specialist / Economist, to add to the Jakarta-based team, to provide operational and analytical leadership and help build the operational pipeline in Indonesia. The person will work with national and international staff and consultants based in Jakarta and D.C, and possibly work on Timor-Leste, part of the Country Management Unit. Depending on business needs, the person may work on education tasks throughout the region.
Roles & Responsibilities:
The Senior Economist / Specialist will report to the Education Practice Manager for East Asia and Pacific.
The selected candidate will lead operational work to enable high-quality engagement across multiple ministries for a client-facing a broad array of challenges in the world’s 4th largest education system! She / He will bring to bear relevant international experience and local evidence and help address limited implementation capacity and governance challenges to ensure the highest quality project implementation support. The person should have strong education technical and analytical expertise and support the broader human capital dialogue across sectors. She / He will help to develop the operational and analytical pipeline, identifying and conducting just-in-time analyses and notes to respond to the government’s needs.
Specific responsibilities include:
Lead Operational portfolio: Help design and supervise operations, both as leader and as member of task teams, in education or multi-sectoral operations using all of the Bank's financing instruments. Provide timely advice and support to clients in implementing projects.
Policy Dialogue: Conduct sectoral policy dialogue at the highest levels on a range of complex issues at different levels of education supported by rigorous evidence and analysis. Identify and pursue opportunities for participating in the broader policy dialogue in the country especially in so far as they impact on education or where education can make a contribution.
Lead Analytical work and Non-Lending Services: Design and lead in the preparation of cutting-edge technical products that respond to critical policy questions identified by the client and which have an impact on policy and operational design. Produce “just in time” notes of high quality as well as lead longer-term impact evaluations and analytical reports. Work on a broad range of cross-sectoral teams to contribute to products such as country diagnostics and other core analytic work. Contribute to the unit’s analytical work by generating “think pieces” and synthesis papers.
Partnership: Work constructively with partners, including bilateral and multi-lateral donors particularly DFAT, UN agencies particularly UNICEF, the Global Partnership for Education, NGOs and partners, and private sector partners. Contribute to alignment and coordination around country led priorities.
Selection CriteriaThe ideal candidate will combine excellent technical capabilities, experience in analyzing policy options and recommending practical policy reforms, and a capacity to translate analytical findings into policy and into innovative Bank operations to help the client improve education sector efficacy and efficiency.
Education/Experience: A Doctoral degree in Economics, Education or related field with a minimum of 8 years of relevant experience is required.
• Demonstrated expert-level knowledge of and experience in addressing education issues: Deep technical expertise in one or more areas of education of relevance to the country is required plus ability to identify, mobilize and supervise high quality international evidence to develop local solutions. • Demonstrated combination of analytical rigor and practical solutions. Expertise in early childhood issues and/or the use of educational technology to drive educational improvement would be an advantage.
Ability to conduct high-level policy dialogue with sophisticated clients, including Ministry of Education, Ministry of Finance and other stakeholders
Excellent writing ability in English to write short just-in-time notes, briefing papers as well as typical Bank analytical products.
Experience with preparation and supervision of Bank projects; experience in working in countries outside the East Asia and Pacific region would be a plus.
Prior field experience in another middle-income country is a plus.
Ability to lead and mentor a team of professionals with excellent interpersonal and communication skills. Proven ability to work effectively and collaboratively across within and across sector boundaries, inspire commitment to excellence and collaboration, and to liaise thoughtfully as a member of a multicultural team.
High levels of energy, initiative, and flexibility in quickly adjusting to changing work program requirements
Ability to juggle numerous competing demands and priorities, respond quickly to requests, and set priorities for self and others
Language: Must have high level proficiency in written and spoken English. Working knowledge of Bahasa Indonesia a plus.
